Territories of cultural policies in digital era – Paris 7.6.2019

On the occasion of 60 years of the Ministry of Culture and 70 years of the Council of Europe, the Ministry of Culture organises a forum questioning the transfers(transformations) which cross cultural policies, by replacing them in an European and international context, on the themes of territories. The forum, articulating(uttering) scientific contributions and points of view of experts of the sector, will question modalities(methods) in which cultural policies seized territorial stakes – declined in different scales(ladders): infra-national, national, European, international – in digital era. One to think of spaces which joins public action(share) calls out(questions) today under the influence of several dynamics to the notion of territory, in the foundation of the structuring of the company(society) and essential: a movement, already old(former), of globalisation of productions and of cultural exchanges, evolution of space mobilities and of modes(fashions) of territorial anchoring, development of digital uses(practices) combining practices of correlation individualised and local and favouring the emergence of total actors, finally reformulations of a doctrine of the public action(share) combining stakes in decentralisation, in decentralisation, and in recentralization. This day will allow to question the evolution of the perimetres(scopes) which make territory; travel(movement), appearance or disappearance of (physical or virtual) borders which contribute to structure and to condition cultural policies.

Since their invention in the historic context of the English industrial cities in reconversion(retraining), the creative cities were a considerable(significant) success and a route(course) interesting in more than a title. The resumption of theme in other contexts procreated a shape of urban injunction to play creativity, and a consequent transformation(processing) of urban priorities for culture. The new paradigm developed in contexts and according to instruments sometimes only little to see with the foundations of urban creativity with such as heard(understood) it their founding fathers. This diversity is, in itself, an incontestable interest of this phenomenon and calls however a plural look on its conditions of emergence and of transformation(processing), but also on the way they assess(estimate) the effects of all projects which it is possible to place under the influence of the creative city.
